Usually one fixture gives little or no water while the rest of the house is fine, most often first thing in the morning after a hard overnight freeze. You may also see frost on an exposed pipe or a section that looks slightly swollen. If no water flows anywhere in the house, the problem is more likely at the meter or main line.

The lines buried in the slab itself are insulated by the concrete and soil and rarely freeze. What does freeze is where the line comes up out of the slab and turns into an exterior wall, a garage, or an unheated space. That transition is also the hardest spot to reach, which is why slab-home freezes so often need a plumber.
It depends on whether the pipe only needs thawing or has already split, how accessible the line is, and whether the call falls during a metro-wide freeze. Thawing an accessible line is at the low end; replacing a burst section inside a wall, in an attic, or under a slab costs considerably more, and water damage restoration is separate from the plumbing work. Shut off the water at the main, open faucets to bleed the remaining pressure, cut power to any area taking water if you can do it safely, and photograph everything before you clean up. Then call. Knowing where your main shutoff is before winter is the single most useful thing you can do.
